- Ambassadors to the US acting in an official capacity on security-agreement implementation plausibly satisfy the resolution rule's definition of representatives authorized to engage in diplomacy, and the rule appears to also count indirect formats, widening what qualifies.
- Countervailing signal: President Aoun's Sept 12 statement of 'no new negotiations' suggests Beirut is publicly distancing itself, raising real risk of cancellation, postponement beyond Sept 17, or reclassification of any contact as non-qualifying.
- The retrieval explicitly could not establish that the Washington meeting actually took place; if it had occurred by Sept 13-15, confirmation would likely be available, so silence modestly lowers the estimate.
- With only ~3 days left, time decay is severe: even a genuinely planned meeting that slips a few days resolves NO, so I cut well below the base rate rather than trusting the announcement alone.
